Synchronize Camera with Flash Lamp

We want peak light and maximum shutter exposure at same time, Might need optical switch between camera to match lamp contacts with higher voltage lamp. Also, we want adjustable spring tension on switch that turns on the flash. Example: on left, at 4 foot or so distance we want to set camera flash to operate, pointed at 4 blade electrical fan on slowest speed of 20 rpm and one of the fan blades painted with a white mark. On right, is test camera at highest shutter speed connected to flash system. A second camera with shutter held open to record all of flash duration is also ready. Take picture with test camera and "fire" lamp. Compare the two pictures. Open shutter shows full light of flash for about 1/2 fan rotation. Test camera shows where the shutter tripped and the amount of light to reach the film. Say 1 to 5 o'clock fan position on held open camera and test camera light brightest at 3 o'clock position and best shutter picture at 2 o'clock position. Now, we adjust spring tension on lamp switch, camera or flash distances, fan or target speeds to dial in the flash to match the picture taking needs.
