I don't think your first idea works. You just get an AND gate instead. You can compare truth tables or do the algebra: !(!A+!B) = !(!(A*B)) = A*B. My syntax probably looks weird but it's a while since I did logic equations :) Inverting the NOR is your best bet, easily.

If I needed a single logic gate in a circuit I would build a RTL or diode version. Both are very simple to make, and work like a charm..
