5V power charges a capacitor through a resistor. the combination creates a delay in the circuit.
I originally used this on an ESP8266 esp-01. When i would power up the controller, my output pin would get pulled low from the transistor and force it to boot into the wrong mode. This delay circuit allowed the controller to boot up and keep the voltage floating on the output pin.
