Kind of like an AM transmitter, only the carrier frequency is in the optical range, the carrier oscillator and transmitter is the LED, the amplitude is modulated by adjusting the power, and the AM receiver and rectifier is the photo resistor which is the 100kOhm resistor next to the LED. Unfortunately, EC does not have a photo resistor, so nothing is transmitted in the simulator.
