Voltage regulator

This is a voltage regulator.  At least the parts.  The values are all wrong. Can someone with a basic understanding of electronics help me with values?

2.87ma when I increase battery voltage to 5 volts and reversed battery contacts and ground battery negative terminal

Reverse voltage source, ground negative of voltage source. Ground negative of current source (assuming you are using this as a load) put a resistor for internal resistance of source, e.g. 12v 200R. Change existing resistor to 150R and vary the current source to vary the load. The load must draw less current than the circuit for this to work. Remove extra resistor (the one grounded).
