500 uF capacitor charges through 3 kohm resistor, for faster charging lower the resistor value. When the voltage reaches zener breakdown voltage, transistor opens and the relay coil is powered. 9V 10W LED is ON as long as there is enough voltage on zener. Flash is less then 20 ms long.
