Transformer can't to transformate DC. It is work with AC (alternating current) only.

Connect ground even after transformer. It will work

Just change the power source to ac. Transformers work by the change in current and voltage producing a magnetic field. As the voltage changes the magnetic field changes, that induces a current on the secondary. Dc voltage cannot do this as the magnetic field is constant.
