This is a simple rectifier circuit, which you can adjust the output voltage with the potentiometer. This configuration of diodes makes the circuit more efficient, so I preferred to use it

That configuration is the standard diode bridge drawn on its side, for a more stable output you might also consider using a zener circuit to stabilize the voltage to the potentiometer and also a either a pnp pre-amplifier for the non output transistor or a Darlington output.
