This is a voltage regulator, with an Zener diode as voltage reference and driven by an Op-Amp.

Looks good so far. Simple, easy, effective. Could easily incorporate it within a project for reasonable current.... and a 3V zener instead for more scope?

Yes, but just remember the op amp gets its power from a different power supply, it uses 15v. So in this case you need a 12v and a 15v power supply to give you a 5v power supply. Plus you're limited to how much the op amp can put out. If you want a good 5 v power supply just but a 5 volt regulator and hook a 9v battery up to it. If you think you're going to draw a lot of current use two batteries in parallel. Or use an old phone charger, most are 5 volts dc output, just read on the label. The best are iPhone chargers because they are 5v 1 amp out, or an iPad, they are 5v 2 amp. Just find an old usb cord if they are the ones where the usb plugs into and cut the ends off those and get the wires you need. Or just any old charger that is 5vdc output... Just see the amperage out out and decide if you need more or not, chances are you can get away with half an amp (500 milliamps). Just make sure the thing is unplugged when you cut the ends off.
