The LED will only light up when there is a 60KHz (+- 500Hz) input signal. Just change the input frequency a bit and wait. It will only glow with 60KHz. It might take a bit, so be pacient.

Between kHz and mHz is Hz. For your math skills 500Hz=0.5kHz 50Hz=50Hz and 0.5Hz=500mHz
