Figuring out NPN logic for LED control

Some of my first shots at circuit design... I’m trying to make various LED signs and have them flash in different orders and such... For this project, I want to display 4 groups of approx. 16 lights per group; with each group coming on in succession and holding until all groups are lit, then reset and start over. Sounded simple enough... lol! Here I am several hours later, and this is how far I have gotten... yay me! Flip the switches on the right (logic fashion, it’s an OR gate, and I’m simulating a decade counter with the switches - so only one should be “on” at any given time for the pulses of 0,1,2,3) to make zee LEDs light!

...If so, there are a bunch of ways to do that, many people will go the op amp route, but if you plan on having 4 groups of 16 LEDs sequencing in that way, then your gonna need a pretty good buffer that can handle a current draw of: 1.28 Amps....(16 × 4 × 20mA)
