Needs no transformer, outputs 10.1 to 10.2 volts, though could use some more filtering to steady the output a bit.

And it has a huge voltage drop at only 150mA!!!

Where do you see 150mA? I added an ammeter in series with the final resistor and it only read 10mA.

This power supply can handle only 150mA because if you lower the resistor the voltage drops a lot and 150mA are really nothing! Genius!
