This circuit generates the square wave . You can adjust the amplitude of this wave by adjusting the dc voltage across diode and time period by afjusting the frequency of input sine voltage. In this example Amplitude = 1.02 Volts Time period = 1ms i.e, frequency = 1KHz

This is not how you make it!. Base and emitter currents are veeery high. A typical base current of a low power transistor is 10-20uA. That's 0,000001A and your base current is a few Amps. See the difference.

But the scr is used here .It is only an equivalent SCR model(2 transistor model ) .Instead of using 2 transistors SCR can be used. Or for more fine output an IGBT can be used . :-)

There is mo problem of base and emitter current then . Since there is no SCR in component box . I used its analogy transistor model :-) .
