Дискретное представление микросхемы-стабилизатора tl431(по даташиту). Напряжение стабилизыции при установленном слева делителе напряжения на двух резисторах 4.1 вольт.
Если соединить "катод" с управляющим электродом(выключатель) на вольтметре отображается опорное напряжение микросхемы.

Nad, it's a voltage stabilizer. Here is the translation:- "Discrete representation of the tl431 stabilizer chip (by datasheet). The stabilization voltage with the voltage divider installed on the left of the two resistors is 4.1 volts. If you connect the "cathode" to the control electrode (switch) on the voltmeter displays the reference voltage of the chip."

Vary the resistor connected in series with the switch and see.
