Nothing random about this. You are basically counting up. If you were to disconnect the lamps to the right and put a 7 segment display to the right and hook it up pin a to a, b to b and so on (of the binary decoder)it would give you a read out. The read out would be 0-9 then a-f, also known as hexadecimal. The counter can only count to 16. I have a circuit like this, minus the 7 segment display and the out put is hooked up to and gates that drive leds.
