Portion of PLL the center oscillator is the 1st input, while the oscillator on the side is the 2nd input. If the phase difference between the two inputs increases, the average output voltage increases and vice versa. This circuit has an inherent problem of a unstable output. (You have to take the average). Also not that when the two inputs are in phase, the output is not exactly centered at zero.
