Joule theif with zener and capacitor can give constant output. But battery will drain quickly.

The joule thief is a dc to dc for those who don't know. But the circuit is very universal.

mobile phones need at least 3-5 watts to start charge. There is not enough power I this will just send back emf voltage. spikes into the phone and murder it. Better way is to pack batteries together up to at least 7.2V and shunt them through a 7805 with a bypass
