Check one of my circuits just search for voltage regulator and the second one is mine ;)

Use a higher resistance resistor with the zener diode and amplify with a transistor.

Use another 600uF capacitor after the regulator.

Do what has been suggested 2200uf on the output of the bridge rectifier and a Darlington transistor configuration with a 3k3 resistor and a 21v zener with a 18v 65va transformer mount the transistor on a heat sink as it will dissipate in excess of 11 watts. Or use an adjustable 2amp regulator like the L200 you still need that heat sink.
