Actually no, because you cannot know the speed and the position in space of an electron simultaneously (heisenberg indetermination law). While for a planet or any other astronomical object is quite easy to get enough data to predict their movements

I think its possible. We just need to identify the relationship and then formulate the correct theory. The universe is compose atoms after all where electrons play a very important role.
