Is a CMOS inverter, if you change the voltage at the gates for -2.5v you will activate the PMOS transistor and put in cut off the NMOS and you will get 2.5v at the output, and if you put 2.5v you will activate the NMOS transistor, and put in cut off the PMOS and you get -2.5v at the output.
