You have approx 9V driving a 1.5V bulb. Change bulb voltage or use a current limiting resistor.

Change the value of the left hand capacitor and/or adjust the potentiometers. Google 555 data sheet where you will find formula for frequency.

Lower the capacitor for higher frequency or increase it for lower frequency.
