This is a text book EVR ment to maintain an output voltage (green trace) under varying input voltages (blue trace) the pot in the middle allows for you to adjust your regulated voltage by decreasing resistance above the wiper you decrease regulated voltage with current resistor values output voltage will be between 16 and 32 vdc

I apologize Matus for it is partially my fault for not leaving a better description as I was merely testing out the apps features I have updated the description added in 2 traces and changed the value of the light to not so quickly burn up the schematic came out of one of my old textbooks and I assure you it is working properly adjust the source voltage and see for yourself
