Capacitor function to block dc current and allow ac current to pass

With first switch you choose the type of current(Ac or Dc).  Second switch is used to select if the current passes through the capacitor.
When you select Dc current that part of circuit with the capacitor is blocked.
When you select Ac current circuit section with the capacitor will work and the LED will blink.
