Toggling flip flop

Wait for every other wave,  it starts dim for some reason at first, IDKW. It turns off and on the blue LED and filament bulb by the digital wave though the toggle flip flop

2 things, i was working on my own and broke it (as usual) ill put it out so you can tell me what i did wrong... and 2, this is a negative edge TFF correct?

I think they are dim because it has equal values/currents for both NOR, it does it on mine too. You need to give one a higher value overall. Thus it will go to the greater one. Did i explain this ok?
