Does anyone know why this doesn't work? I looked at some working examples and still couldn't figure it out. I'm really new to this stuff and would appreciate any help that can be givven. Thanks in advance.

Transistor needs current across the base for current to flow from the collector to the emitter; your circuit is shunting it.

Put resistors for every base on the transistors and take the resistor off from the positive side on the input.

The top transistor base voltage is held at .7 above gnd by the bottom transistor it shares base connection with the n since top transistor output is connected as emitter follower it's output at emitter can't b more than .7 v so it won't pull up to 10 v like u wanted
