As the amplitude reduces from 100V to a few micro volts in about a minute and continues dropping, I think not. You are simply discharging the capacitor through a resistor. It’s an exponential decay interrupted by a relay contact opening and closing. Interesting though.

Yes, because the oscilloscope auto ranges down. If you monitor the 100V supply as well it will stop the oscilloscope auto ranging and be more obvious that the waveform is getting smaller and smaller.
