This is RTL, not TTL, but there's nothing wrong with that. It's nice to see a proper output buffer and input switches too. The current draw doesn't seem unreasonable for something driving a relay, but it works just as well with 10kR resistors while drawing less current. (Literally, it will also be slower with 10kR resistors, but it will still be much faster than the relay.)
