Mosfet led help

From Forrest Mimms circuit scrap book, can't get it to work.  Have altered the MOSFET values (portion wrong) but still no joy. Anyone any ideas?

gates are at 0V, they will never turn on.

So how is it supposed to work? Have i copied it wrong?
