The sign reads: No Transmitting - Blasting in this Area.
If length of blasting cap wire is at resonant frequency of transmitter enough r.f. energy to explode a blasting cap may be induced in a wire.  And you explode somebody's blasting caps or bomb. 
So, the sign has meaning to shut off transmitters.  
If your neighborhood has explosions when you transmit they might be terrorists?
