As shown in this circuit, the output voltage is different to the zener value selected. In EC, the zener current for correct voltage is 13.6mA, for real life design read the data sheet for the required current values.

Also note that, like all components, there is a manufacturing tolerance - typically 5% for zeners. Precision voltage references are available where tighter tolerance is required.
