Try this circuit and adjust the capacitor to speed up the flash rate. Much better than using a relay. http://everycircuit.com/circuit/5702230150742016

Epilepsy is induced by a frequency of a narrow range strobing at about 8hz. The flash rate can be more accurately reproduced with a 555 Timer circuit.
