MISSING: Current limit resistors between chips ?  Why does 0 light up ?  How to reduce the 24 volt signal to 2 volts ?

This decoder chip is not simulating correctly - If I try adding resistors or diodes to the input side, it just ignores them - Also if you bring the voltage down to 2, the segments don't get anywhere near the .020 Amps
