Toggled one bit ROM memory

So try to learn the logic of ROM like system by some yt. I where thinking of one button uses to toggle the led on/off, either ic or transistors. This one is close I can get.
Note: do hold down the button for 1 sec. to take effect.

A general search for ROM may not be as helpful as searching for RAM.
