The levers are pins 8-13 of Arduino.  You can use TIP112 Darlington transistors.

Why do you need Darlingtons for 30mW bulbs?

You can use any Transistor or mosfet

what is the max sink and source of the arduino anyway, i forget

Not much. I rarely go over 10mA. I think max is around 50mA for each pin. That's for the Uno anyways.

Yes it's max 40ma you can draw from arduino uno board.
