Could be constructed from 4 Schmitt trigger oscillators on a 40106 with the 2 remains gates doing the analogue to digital function. The opamps need to be able to handle -ve inputs so would require a bipolar supply.
The orange trace is the complex waveform and should be buffered if used with any other circuitry.
