Initially there are 0V on lamp.
When blue valoltage reach green voltage,third opamp get it's saturation upper voltage value on output.
Ralay just disconnect capacitor and current generator from the circuit when the timer is ended.
Timer control il possible setting capacitor capacitance, highest capacitance meen more time.
For figure out time we can use integral law of charge of a capacitor when input is a costant current.
