 Its a filter which elliminate 60hz signal, such filters are used to remove ac noise in audio amplifiers etc. u can see effect by varying the frequency of ac source.

Drop it down to 60hz and you can eliminate hum from emf generated by electrical power.

Nice. I created bootstrapped version of Twin T notch. Search with: " Bootstrapped active Twin T with variable Q". Best antihum filter is fliege topology.
