when 5v solar panel gets sun light it charges 3.7v battery. when there is no sun light 2 transistors work together and LED shines

You forget to add 100R resistor before led otherwise it will burn out. Why? Because when sun light is gone then pv's stop feed with current the battery and the current now is not bypass from the LED that it was before, but forward through the led from 3.5V battery just test it. Your LED burn out.., 😔 sad.
