This Circuit is used to Monitor 2s or 3s LiPo Voltage with ESP8266 MCU. The A0 Pin of the MCU can read 0 to 1V. So Voltage is divided by 13. This will give 1V on A0 @ 13V Input. 

For a 2s LiPo the Controller should send warnings below 7.6V and disable LEDs. Below 7.5V it will execute a emergency surface. At 7.4V it goes into Stand-by.
