Where i take 9.99 volts ? Battery 12 volts it's easy but 9.99 volts ???

Is it possible to adjust 12 volts detector ? 11.8 volts and more green led,11.8 volts red led.

You'll need a 7805 because the current draw is tiny a linear reg is fine.

Is it possible to put 9 v battery instead 5 volts ? If so what i must to change ?if i want to change threshold what i must to change ?for example 11.5 volts and less red led and 11.6 volts and more green led ?
