Headlamps Go Out - Fog Lights Come On

Driving at night in areas where you have to have lights is purpose of this circuit.  SPST closest to battery is headlight switch. Next SPST is headlight fuse.  Open fuse, soon relay releases to turn on fog lamps.

Why is there a delay for the secondary lights to come on, is the inductor delaying the current enough to create such a delay. I am designing for a lab a wigwag relay that has a switch to keep the lights on or in wigwag. If you have any tips please let me know.

Not sure why simulator delays. Should be fast switching with automotive relay.
