The layout required work, not sure what leds are being emulated but most low current leds are 1.7V 2mA. If the desired flash rate, and the transistor type were to be named, a better circuit could be designed. For this circuit, try; http://everycircuit.com/circuit/5955002119225344

@wyoelk a rough way of choosing biasing resistors for these type of circuit can be calculated by multiplying the led resistor X the transistors gain X 1.1, then adjusting the capacitor for flash rate. http://everycircuit.com/circuit/6269776581361664

Thanks for that info. I just use the EC leds of 20ma 600mv. Easier for noobies to use than trying to explain changing led values.

@wyoelk, EC Leds are 2V 20mA and the circuit has trouble working with these settings.

@wyoelk The original circuit has a very low power supply voltage.
