The start button bypasses the stop.

This is a basic holding circuit used in motor control. The start button bumps the starter regardless of the position of the stop.

The stop always bypasses the start for personnel and mechanical safety.

Probably this is to start a 'stop process' of a bigger machine in the background ;-)

I never suggested the stop was an emergency stop

So since any circuit doesn't have any mechanically held pushbuttons I can't really do an e stop properly.
