Please write "power supply" in search function utility, you will find many circuits. If you mean regulator like IC lm317 or 78xx there are not implemented, but if I'm not wrong someone here published their internal circuitry starting from discrete components.

Zener set at the voltage in series with a resistor (about 300ohm) across the supply. NPN transistor, centre pin to junction of zener and resistor, used to switch the feed to the load. Just a zener will work but you don't get as good regulation. I tested both methods on your circuit, and added a noise filter, and I can regulate the voltage to within 10mV.
