A neat circuit is easier to understand, if you don't use leds, diodes help to stabilize the circuit, Play with the bias resistors for the best stability. http://everycircuit.com/circuit/6319846815170560

Any idea why this is having suck a steange reading on the ocilloscope?

Because it's not starting, what you are seeing is basically static electricity. Once it is working what you are seeing is a driven voltage.

You are probably injecting a small signal.
