If you put a 5k resistor in series with each of the the two potmeter connections, then you can cover it's whole 0 to 100%

I've made this circuit before and it's great for frequency independent applications. No good if you need a fixed frequency pwm though; eg: servo controller. the frequency will shift dramatically as the duty changes
