This is a 4×4 diode matrix rom.. Each row stores one nibble and the four switches are used to toggle over rows and the leds show which nibble is stored in that particular row. The switch near xor gate must be opened to toggle to lower two rows(You can change the nibble stored in the row by closing/opening the switches of the diodes just to understand better)
