Quadrature rotary encoder circuit

The computer mouse scroll wheel is a quadrature rotary encoder . It generates different data for forward scrolling and backward scrolling. For forward- 00, 10, 11, 01, 00 ......repeat  (red led blink )
                                        For backward- 00, 01, 11, 10, 00 ....repeat (green led blink)

What if the mouse is not moving and the signal alternates between 10 and 11 and 10 and 11 so only one line is toggling because of noise? Your circuit gives Red pulses again and again even the mouse does not move!

I think, Pulldown resistors at input will solve the problem of noise. What do u think
