The idea is, when the collector current begins to move up or down, beyond the designed DC operating point, the current through the feedback resistor responds in the opposite manner, which steers the collector current back to where it was intended to be.

Yeah good point Hurz! I use this topology often but of course it assumes a input Z from the last stage or source, without which the circuit is feeble rather than simple!
