Half of a CMOY amplifier. Replace frequency generator with a 10k pot with 1 leg carrying the input signal. Use resistors to trim bias.

This just shows the concept. There needs to ideally be a dual 9v psu or a voltage splitter that uses one 9v. These opamps (OPA2134) are very forgiving with voltage.
